Every institution — a ministry, a statutory corporation such as ZESCO, a State company under IDC, a PPP project company or a cooperative — completes the same verifiable path: identity and fit-and-proper checks, Public Finance Management Act attestation, the Loans and Guarantees check (no new sovereign debt is created), Ministerial approval under section 11(3), and SEC notification. Only then can it register a citizen-tranche issuance. Regulators watch every step through read-only access.
